Observation

Based on the information gathered during the site visit, a viewing of the video of the incident, interviews with the child care staff and referent and staffing with the licensing supervisor, it has been determined that the staff person did restrain the child when it was not necessary or allowed. The child's safety or the safety of others was not threatened during this incident. The child was being disruptive but he was not a threat to himself or others at that time.
